Ripe for RAP

States, contractors consider approaches to include higher percentages of reclaimed asphalt pavement (RAP) in asphalt mixes.

From Maui and Missouri to Chicago, Savannah, and the capital, NAPA brought asphalt pavement professionals together to strategize, network, and innovate in an industry facing universal challenges as well as those that vary by region.

Asphalt Aloha

Back in Maui for the first time since 2020, the NAPA Annual Meeting brought the asphalt pavement industry together on island time to celebrate and exchange ideas.

It wasn’t all luaus and leis, although there was plenty of that, too. NAPA’s Committee for Asphalt Research & Technology (CART) discussed bio binders and Reflective Crack Relief (RCR) interlayers, while Regional Advisory Councils met to discuss local challenges.

Featured speaker Josh Linkner offered attendees a collection of examples from across the business spectrum where companies and entrepreneurs used creative problem solving to become successful as part of his “Find A Way” approach to business.

The event concluded with Aaron Witt, the founder of BuildWitt, delivering a locknote address on succeeding in workforce development.

“We’ve talked to a lot of women. A lot of men have come by and grabbed our cards so they can get their team members signed up. I think it’s great they’re willing to take that step and get their ladies involved as well, even if they’re not here.”

NAPA Hosts GAPA in Chicago

NAPA served as host nation for the Global Asphalt Pavement Alliance (GAPA) meeting in October, convening asphalt associations from around the world in the Windy City for meetings to strengthen collaboration between the national trade associations. European Asphalt Pavement Association Secretary General Carsten Karcher was re-elected as GAPA Chair.

NAPA Events bring the asphalt pavement industry’s best together in formats that benefit seasoned members as well as those new to NAPA.

Webinars Eye The Road Forward

NAPA’s virtual learning sessions explored specs, standards, and more in 2025.

The Road Forward produced a series that kicked off in April with A Primer on the Circular Economy, which explored the concepts of a circular economy along with recent industry trends and how the circular economy impacts the asphalt business.

This webinar explores WMA technologies already in use across the country and reveal where the industry is headed with half-warm-mix asphalt (HWMA). Attendees receive practical insights into mix design, production techniques, and current usage of WMA.

This webinar introduces a practical framework for integrating network-level life cycle assessment (LCA) into pavement management systems (PMS). It builds on the original 2013 implementation in the California PMS, outlines recent improvements, and presents a new proof-of-concept application in Virginia.

NAPA Quarterly Earns Two Gold MarCom Awards

NAPA’s quarterly magazine received recognition for its coverage of mental health issues and advocacy during the MarCom Awards.

Part of NAPA’s role in uniting the asphalt pavement industry lies in recognizing that for a nation of our size, there is no one-size-fits-all approach when it comes to producing quality pavements, either due to geology or policy.

Savannah Hosts IMPACT Leadership Group

In Savannah, the next generation of asphalt pavement industry professionals discussed their role in shaping the future of leadership in the asphalt pavement industry.

NAPA’s Nile Elam moderated a panel that included NAPA Board Chairman Pat Nelson with Lehman-Roberts, a Granite Co., Vice Chair Jay Lemon of Haskell Lemon Construction Co., and Second Vice Chair Jason Duininck of Duininck Inc.

The session offered insight into the discussions and leadership lessons found within the C-Suite as well as in the halls of power, and how personal relationships factor more in creating a successful work culture than it seems. Attendees also toured the facilities at a nearby C.W. Matthews asphalt plant.

Led by Pat Nelson, the 2025 Board of Directors set and reached fundraising goals centered on strengthening the association’s advocacy efforts while maintaining the industry’s commitment to innovation and excellence.

NAPA Staff Train in CPR, Cyber Security

As part of NAPA Day, a staff-wide development program held each May, NAPA staff all received CPR training, as well as instructions on operating an AED.

NAPA continued to harden its cyber defenses in 2025, implementing email training for staff to minimize digital threats.

NAPA’s Podcast Producer takes Listeners Behind the Scenes

When the year ended, hosts Richard Willis and Brett Williams had 99 episodes of Pave It Black under their belts, with the hundredth recording set for the NAPA 2026 Annual Meeting. NAPA Staff Visit Member Fort Myer Construction

Fort Myer Construction Corp. in Washington, D.C. hosted members of NAPA’s Engineering, Research, and Technology, Meetings, and Membership teams for tours of their mix plants, lab, and crushing facility.

The tour included visiting the District’s only batch asphalt mix plant as well as a drum plant that was converted in 2008.

NAPA Staff Named to TRB Committees

Three NAPA staff members and the Asphalt Pavement Alliance’s Buzz Powell were offered roles on committees. Powell will serve as a member of the Standing Committee on Pavement Maintenance, Preservation, & Rehabilitation (AKN 18).

NAPA Vice President for Engineering, Research, & Technology Richard Willis will serve as Chair of the Standing Committee on Flexible Pavement Design & Construction (AKN 12).

NAPA Pavement Engineering & Innovation Director Jean-Paul Fort will be a member of the Standing Committee on Construction Quality Assurance (AKJ 13), while Senior Director for Engineering & Technical Services Brett Williams will serve on the Standing Committee on Asphalt Pavement Materials (AKN 11).
